Historical Timeline of Job Order Contracting 

1985: Job Order Contracting, first pilot program at West Point Academy under Lt Col. Mellon and Col. Badger. The first official contract was initiated on 12/10/1985 at Fort Sill in Oklahoma by USACE.

 

1987–1990: Expansion of JOC across military installations and federal branches using MCACES and PT&C cost data followed by RSMeans.

 

1994: First industry gathering with ASU to begin the formation of CJE as the industry’s designated nonprofit association. JOC spreads to the non-fedreal government entities.

 

1995: CJE becomes an ASU/ACE group; commissions first industry research and publishes the first of many research studies.

 

2007: Nonprofit status obtained as a separate entity and bylaws created; industry designates CJE as the National Education Center for Job Order Contracting.

 

2010: Committees, strategic collaborations initiated, and regional chapters formed to address local legislative, uniform performance standards, and community issues.

2015: JOC Education and Certificate program establishes national credentialing center.

 

2018: JOC Certificate Program; CEUs expand to online access; CJP credentialing program grows nationally as JOC’s professional designation - Certified JOC Professional (CJP).

 

2019: Regional chapter expansion; CJP Credentialing Program expands to include Associate JOC Professional (CJPAssoc) designation.

 

2020: CJE Partners with the University of Texas, Cockrell School of Engineering – Texas Engineering Executive Education for the industry’s national professional JOC education and certification program. October 2020 marked 35 years of JOC in America!  Legacy awards are initiated.

 

2025: The industry will celebrate 40 years of JOC in America at the industry's Annual Conference. Don't miss this great event full of celebration!

What Is Job Order Contracting?

Job Order Contracting (JOC) is a project delivery method utilized by organizations to get numerous, commonly encountered construction projects done quickly through multi-year contracts for a wide variety of renovation, repair, and minor construction projects. JOC is most commonly used to clear deferred maintenance backlog, perform rapid response for recurring project needs, and construct renovation projects.

A Job Order Contract is a competitively bid, fixed price, multi-year construction contract based on established or published unit prices via a unit price book (UPB) or a price list with an adjustment factor (termed coefficient) applied to the unit prices. The unit prices are used to price construction tasks associated with the scope of work. These are often referred to as construction catalogs or automated construction cost databases. The contract is an IDIQ or indefinite delivery indefinite quantity contract for on-call construction services. The contract serves as an umbrella contract with a potential maximum amount of work over a specified term.

Today, JOC has almost 40-year record of implementation within the United States Department of Defense. Currently, there are thousands of successful IDIQ JOC contracts going by the JOC name or SABRE, task order contracting (TOC), or on-call construction (OCC). The felcible nature allows entities to modify for highest and best use.
